Pandectes GDPR Compliance Review: Consent Mode v2, Cookie Banners & the EU Withdrawal Button for Shopify

By the LEVERAFE LAB team · ~6 min read · 閱讀繁體中文版 →

Black Friday and Cyber Monday are a few weeks away, and for many Shopify brands selling into Europe, that’s when the most paid traffic of the year hits a store whose cookie banner hasn’t been touched since it was installed. That matters for more than compliance. Shopify’s own help center notes that event data sent to Google from visitors in the European Economic Area won’t be used for personalized advertising unless Google Consent Mode v2 is active and valid consent is obtained[2]. A broken consent setup quietly weakens remarketing and conversion data exactly when ad budgets peak.

This month we’re looking at one of the most widely used consent apps on the Shopify App Store, Pandectes GDPR Compliance: what it does, who it suits, what it costs and how we’d set it up before the holiday rush.

What Pandectes GDPR Compliance does

Pandectes is a consent and privacy-compliance suite for Shopify. According to its App Store listing, it combines GDPR/CCPA cookie banners, a web-accessibility widget (ADA/WCAG) and an EU withdrawal module, and integrates with Google Consent Mode v2, IAB TCF v2.4 and Shopify’s Privacy API. It carries the “Built for Shopify” badge, launched in September 2018, and showed a 5.0 rating from 3,113 reviews when we checked on October 30, 2026[1].

Who it suits

If you only sell domestically in North America and run no remarketing, Shopify’s built-in cookie banner (Settings › Customer privacy) may be enough — Google’s own setup guide notes that consent mode is enabled automatically once that banner is active[5].

Key features

All features above are as described on the App Store listing[1].

Pricing (as shown on the Shopify App Store)

Pandectes lists four plans; paid plans include a 7-day free trial, and annual billing saves 17%[1]:

Monthly price by plan (USD)

Basic
$0
Plus
$9
Premium
$29
Enterprise
$49

Prices as listed on the Shopify App Store, Oct 30, 2026. [1]

Note that Consent Mode v2 is not in the free plan, so EU-facing stores running Google Ads should budget for at least Plus.

Setup tips before BFCM

  1. Pick basic or advanced consent mode deliberately. In basic mode, Google tags are blocked until the visitor interacts with the banner and modeling uses a general model; in advanced mode, tags load with consent denied by default and send cookieless pings, which enables an advertiser-specific model[3].
  2. Use region targeting. Show the opt-in banner where it’s required (EEA, UK, Switzerland) rather than everywhere, so you don’t suppress data from markets that don’t need it.
  3. Run the scanner and classify every cookie before launching sale creatives — unclassified scripts are the most common reason tags fire before consent.
  4. Check what “denied” really does. With ad_user_data denied, personal data use for ads is disabled; with ad_storage denied, no new ad cookies are written[4]. Test both choices and confirm your Meta and TikTok pixels respect them too.
  5. Give it a week. Google says consent mode impact results can appear after at least 7 full days of implementation[3] — another reason to finish this now, not on Black Friday.
  6. Don’t forget the withdrawal button. Since June 19, 2026, stores selling online to EU consumers need a clearly visible electronic withdrawal function with two-step confirmation and an automatic acknowledgement[6][7]. Shopify’s own return and cancellation rules can help, or you can use the app’s withdrawal page on Premium[6][1].

Pros and cons

Pros: one app covers consent, Consent Mode v2, accessibility and EU withdrawal; broad regulation and platform coverage; low entry price; very strong review profile[1].

Cons: the free plan lacks Consent Mode v2; withdrawal and auto-blocking need the $29 tier; and any opt-in banner reduces measurable sessions and conversion data — Shopify itself warns about this[2]. No app replaces legal advice.

Practical takeaway

  • Selling to the EU/UK with Google Ads? Make sure Consent Mode v2 is live — on Pandectes that means Plus ($9/month) or higher.
  • Test “accept” and “reject” flows in a private window for every ad pixel, at least 7 days before your BFCM launch.
  • Add or verify your EU withdrawal function now; it has been required since June 19, 2026.
